Labour Relations Update

January 23, 2020

Dear Parents and Guardians,

As you know, the Elementary Teachers’ Federation of Ontario (ETFO) and the Ontario Secondary School Teachers’ Federation (OSSTF) are currently taking part in a legal job action that has resulted in a withdrawal of services. As part of that, there will be an impact on report cards, kindergarten communication of learning reports, and individual education plans (IEPs) in all public school boards across the province.

Here’s what students and families can expect:

Elementary Term 1 report cards WILL NOT be issued. As per current ETFO job sanctions, elementary teachers are to provide letter grades to principals, but are not to input them electronically or provide report card comments. Our reasonable efforts to provide accurate and timely report cards for close to 18,000 students is challenged by the range of additional responsibilities that principals are required to address when staff withdraw services during a work-to-rule job action. Therefore, the UCDSB, alongside other public school boards in the province, has decided not to issue Term 1 report cards. Current assessment and evaluation practices are continuing. If parents have questions or concerns about their child’s progress, they should contact their child’s teacher directly.

Kindergarten Communication of Learning reports WILL NOT be issued. As per current ETFO job sanctions, kindergarten teachers are permitted to submit brief comments for each section of the Kindergarten Communication of Learning report to their principal, but are not permitted to enter comments electronically. Logistically, providing these reports will not be possible. The UCDSB, alongside other public school boards in the province, has decided not to issue these reports. As always, if parents have questions or concerns about their child’s progress and growth in learning they should contact their teacher directly.

Secondary Semester 1 report cards WILL BE issued.
As per the OSSTF job sanctions, secondary teachers are able to input student marks electronically, but are not to provide comments. Families will receive these reports on February 10. Grade 12 students’ marks will be submitted to the Ontario College Application Service (OCAS) and to the Ontario Universities’ Application Centre (OUAC) on time so that students’ post-secondary applications will not be negatively impacted.

IEP reports WILL BE issued. For students with IEPs, these will continue to be updated by teachers as per previous practice. As always, if you have any questions regarding your child’s progress, please contact your child’s teacher.

We want to thank families for their understanding and continued patience. It is our hope that all parties involved will resolve outstanding issues and will soon come to an agreement that is fair to all.

We will continue to communicate any additional labour-related updates via email, the UCDSB website, and social media.

Thank you,

Stephen Sliwa
Director of Education
